GENERAL SUMMARY:

Under the direction of the assigned Manager of Community Housing, the Program Administrator is responsible for the administrative supervision of the program staff to which s/he is assigned, including monitoring quality of direct service provision, productivity levels, quality assurance activities, clinical best practice and providing direct care to the consumers of the residential facility.

ESSENTIAL JOB FUNCTIONS:

• Demonstrates commitment to the mission of the agency with a strong understanding and respect for the goals of agency activities.
• Responsible for overall functioning and daily operations of the assigned Community Housing Residential Program.
• Cooperates with and assists Quality Management staff to ensure that program staff correct or complete any existing record deficiencies.
• Coordinates maintenance of the facility, grounds and vehicles.
• Monitors and manages compliance of program staff with agency and department policies and procedures.
• Ensures that services are provided in an environment that is safe for both consumers and staff.
• Coordinates intake and service delivery.
• Ensures that the services provided are consistent with treatment goals and with changes in the consumer's function.
• Monitors consumers' daily support and health care needs and consults with staff in the implementation of ITP and Progress Tracking Sheets (PTS).
• Monitors 24/7 scheduling needs of the residential facility.
• Coordinates and facilitates program staff meetings.
• Performs certified residential medication aid (CRMA) duties as needed.
• Prepares program management reports and provides other program-specific data as requested by the Manager of Community Housing.
• Provides on-call support for Community Housing Program.
• Functions as a member of the program's management team, identifying problems and solutions including, but not limited to, fiscal management of the unit.  Participates in monthly budget reviews.
• Develops and implements policies and procedures and program standards.
• Provides leadership and promotes a positive agency image to staff.
• Adheres to and involves staff in promoting the agency's vision, mission and values.
• Models positive and respectful interactions at all levels of the agency.

SUPERVISORY RESPONSIBILITY:

Supervises Residential Services Workers (RSWs), Nurse Consultant and Clinical Supervisor in accordance with the agency's policies, licensing standards and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION AND EXPERIENCE REQUIRED:

• Duties require knowledge of mental health and recovery equivalent to completion of a Bachelor's degree and three to five years of related experience, or an equivalent combination of education and experience. 

• Experience in providing supervision to direct care staff is preferred.

• Uses personal vehicle as may be required for consumer transportation, outreach in the community, home visits, and/or agency-related business.
• Absent a qualifying medical exemption and pursuant to Maine's Covid-19 Vaccine Mandate, being fully vaccinated as defined by Maine CDC, is a requirement for this position.
