Under the direction of a Manager, the Program Clinical Supervisor is responsible for clinical and administrative program oversight, supervision of assigned program staff, including monitoring quality of direct service provision, overall productivity levels, quality assurance activities, and clinical best practice utilizing the electronic health record (EHR) system as the primary information tool.
ESSENTIAL JOB FUNCTIONS:*

Ensures that Individual Treatment/Service/Behavioral Crisis plans are developed in conjunction with the consumer, the consumer's family where appropriate, and significant others in accordance with consumer/family strengths and needs and in compliance with agency procedures, licensing standards, MaineCare and/or Medicare regulations as well as other funding sources.
May be required to provide interim counseling and/or treatment to consumers. Provision of these services will be within the scope of practice of the employee's professional license or certification.
Ensures that consumer confidentiality is maintained at all times and in accordance with federal, state, and agency standards.
Ensures that all clinical and program staff follow policies and procedures and ensures consumers understand their rights to confidentiality.
Ensures that clinical and program staff develop a written plan of care in accordance with consumer/family needs and participatory goal setting with the consumer and significant other.
Adheres to Medicaid and/or Medicare guidelines for plans of care when appropriate.
Maintains active involvement with consumer and provider groups in support of the agency and program missions, including advocacy and community education activities.
Ensures that all clinical and program staff carry out consumer service plans according to established agency protocol and professional standards.
Ensures that all clinical/program staff assess changes in the condition of the consumer and modify the plan of care as appropriate.
Must have reliable transportation for outreach in the community, home visits, and agency-related business.
Provides ongoing clinical coverage, along with other team leaders for assigned sites; including responding face-to-face to walk-in consumers and high-risk callers.
Integration of Care
Assists staff in the utilization of the EHR in the development of Individual Treatment/Service Plans.
Utilizes the EHR to monitor waiting lists and maintain an overview of caseloads including assigning and transferring cases to assure expedient access to services.
Ensures that the consumer's EHR is complete, accurate, and meets regulatory standards within the required time frames.
Ensures that clinical and program staff make referrals to other professionals and/or programs as appropriate to ensure optimal service.
Reviews the EHR to ensure that the services provided are consistent with best practice, assessment and treatment goals.
Provides oversight of clinical activity within the program and provides clinical supervision to staff and student interns consistent with licensing standards.
Implements and structures case reviews, participating as appropriate.
Coordinates and facilitates program staff meetings.
Monitors and manages staff compliance with agency and

Maintains knowledge of MaineCare and/or Medicare rules, licensing standards, HIPAA, and contract requirements to ensure they are met.
Assists with the development and implementation of clinical policies and procedures to assure quality clinical service delivery.
Partners with Operations staff to ensure consumer financial obligations are met.
Functions as a proactive member of the program's management team.
Participation in financial oversight of assigned program(s) and responsible for achieving programs' individual and overall goals.
Maintains and utilizes knowledge of community resources.
May provide public education and professional consultation
May be asked to provide emergency and/or on-call coverage for various programs.

ADDENDUM – BEHAVIORAL HEALTH HOMES (BHH):
If assigned, the Program Clinical Supervisor will also assume oversight of the development of the Plan of Care and direct care management activities across the Behavioral Health Home, provide supervision of Health Home Coordinators and Certified Intentional Peer Support Specialists, and ensure that the BHH meets its requirements as a whole.
EDUCATION AND EXPERIENCE REQUIRED:
A Master's Degree and either an LCSW/LCPC/LMFT clinical license or ANS clinical licensure with PMHCNSBC certification is required. If the position is for an Adult or Child Community-Based Services program or Crisis Services, a conditional license may be considered, except LCPC-C is not currently eligible under the BHH Program. Duties require knowledge of mental health and community support clinical coordination.
If supervision is provided in the Substance Abuse program, the minimum qualification is licensure at the LADC level with CCS designation.
Three years of post-licensure experience and experience in providing supervision to direct care staff are strongly preferred.

Provides administrative and/or clinical supervision to assigned staff. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; performance management, addressing complaints and resolving problems.
WORKING CONDITIONS/PHYSICAL DEMANDS:
Normal office environment, not subject to extremes in temperature, noise, odors, etc.
Regular use of computer keyboards, telephone and operating office machines, requiring eye-hand coordination and finger dexterity.
