GENERAL SUMMARY:

Under the direction of the Program Team Lead, the Substance Use Disorder Counselor is responsible for providing professional mental health or substance use services and consultation to consumers, local agencies and other professionals in the community, as needed.

ESSENTIAL JOB FUNCTIONS:*

Demonstrates commitment to the mission of the agency with a strong understanding and respect for the goals of agency activities.

Assesses and evaluates consumers for substance use and mental health issues and provides individual and group education and counseling sessions.

Provides counseling and/or therapy according to a plan of care developed from assessment and diagnostic evaluation.

Evaluates and assesses the holistic needs of the individual consumer.

Develops a written plan of care in conjunction with the consumer, the consumer's family where appropriate, and significant others in accordance with consumer/family needs and in compliance with agency procedures.  Adheres to Medicaid and Medicare regulations for plans of care, when appropriate.

Supports the consumer's right to make decisions related to his/her plan of care.

Ensures that consumers understand their rights regarding confidentiality and that the rights of consumers and significant others are protected as delineated in applicable standards, policies, and procedures

Utilizes the consumer's electronic health record (EHR) to ensure that documentation is complete, accurate, timely and meets regulatory and agency standards.

Follows policies and procedures with regard to the EHR to ensure that the services provided are consistent with best practice, assessment and treatment goals.

Provides therapeutic treatments that are both clinically sound and cost effective.

Educates and instructs consumers and significant others in prevention and rehabilitative measures appropriate for the consumer's care and safety.

Carries out therapeutic treatments and procedures according to established care plans, agency and program policies and procedures, professional standards, and within the scope of practice of the employee's professional license.

Assesses changes in the condition of the consumer and modifies the plan of care as appropriate.

Refers consumers to other professionals or services as appropriate to ensure optimal service.

Arranges medication call-ins with various prescribing psychiatrists or nurse practitioners.

Discontinues services appropriately, referring for additional follow-up services from the health care community, when warranted.

Arranges for consumer hospitalization, as necessary.

Interacts with other agency programs for referrals, as necessary.

Participates in scheduled meetings, including case reviews, supervisory sessions, staff meetings and other inter-agency and intra-agency meetings as appropriate for program and consumers.

Develops, maintains and appropriately utilizes knowledge of community resources.

Provides education, professional consultation services and court testimony as necessary.

Educates and instructs consumers and significant others in prevention and rehabilitative measure appropriate for the consumer's care and safety.

OTHER DUTIES AND RESPONSIBILITIES:

Completes and submits required documentation in a timely manner and according to policies and procedures.

Participates in training to maintain or enhance job skills.

Ensures that confidentiality is maintained at all times in accordance with federal, state, and agency standards.

Adheres to the agency's Risk and Safety Management Programs.

Adheres to the agency's Organizational Standards for Performance.

Functions in a cost-effective manner with regard to the utilization of time, supplies and other agency resources.

Attends meetings and supervisions as required and necessary for the position.

Promotes and fosters effective relations, both inside and outside of the agency.

May use personal vehicle for agency-related business as required.

May perform other related duties as required.

SKILLS/EXPERIENCE/TRAINING REQUIRED:

Duties require knowledge of substance use issues equivalent to completion of a high school diploma and one to three years of related work experience in substance use field, or equivalent combination of education and experience.  A minimum of CADC certification is required.

Must possess a valid State of Maine driver's license.

Experience and knowledge of the addictive process.

Demonstrated ability to provide individual, group, conjoint, or family therapeutic interventions specific to the consumer population.

Ability to communicate effectively both verbally and in writing; to establish positive public relations; and to interact effectively with a wide variety of people.

Ability to manage a large and varied caseload.

Ability to work on a multi disciplinary team.

Ability to work under pressure.

Ability to relate effectively with community referral sources and caretakers.

Ability to maintain up-to-date documentation.

Familiarity with psychotropic medication usage and monitoring its use.

Ability to understand and appreciate the dynamics of working with persons with mental illness or with substance use problems, persons in crisis, and persons seeking to enhance personal growth and functioning toward more effective living.

SUPERVISORY RESPONSIBILITY:

Possibility of providing clinical supervision for other staff according to licensure or certification requirements.  If clinical supervision is provided by this position, s/he shall be responsible for doing so in accordance with applicable laws and standards.  Participates in the recruitment, selection, and/or orientation of new staff members in accordance with agency and unit/program policies and procedures.

WORKING CONDITIONS/PHYSICAL DEMANDS:

Normal office environment, not subject to extremes in temperature, noise, odors, etc.

Regular use of computer keyboards, telephone and operating office machines, requiring eye-hand coordination and finger dexterity. 

Occasional lifting and carrying of supplies, files, documents, records, etc.
